How does the lottery system work ?

The odds of a lottery greatly impact the number of participants as well as the size of the prize. Two factors will usually drive high ticket sales: low odds and a large jackpot. However, these two rarely coincide. If the odds of a lottery game are low, then many people will buy tickets to play, but there is a higher guarantee that someone will win the jackpot every game. Therefore, the jackpot will never get very high, and fewer people will buy tickets. If the odds of a lottery game are high, ticket sales could be low, but the jackpot could become quite large after a few winless weeks. Then ticket sales could go back up. It's a rather fine balance lottery runners must create.
